Design Services

Continuing growth in demands for clean, affordable water supplies, coupled with increasingly stringent environmental and water quality regulations, require that water utilities maintain up-to-date, state-of-the-art treatment facilities. Since its founding in 2006, MBC has been involved in the design and construction of numerous potable water facility projects. MBC’s principals have over 60 years combined experience in potable water facility design and construction.

Construction Management

The majority of MBC’s projects are design and construction projects that require construction management, construction contract administration, and resident project representative (RPR) services. We recognize that active engineering observation and coordination during construction are of paramount importance to a successful finished product. MBC is well respected and maintains good working relationships with the leading heavy mechanical utility contractors in the South Florida market. MBC is an active member of the Construction Specifications Institute (CSI) and offers professional engineers and field representatives with a wealth of construction experience to ensure that construction is completed consistent with the design intent and our clients’ expectations.

Regulatory Compliance and Funding

MBC has experience assisting municipalities with planning, design, and construction loan/grant procurement for infrastructure projects (drinking water, wastewater, and stormwater projects) on local, state and federal levels. The funding procurement process initializes with the preparation and submittal of the funding application and supporting documentation to first secure the funding. Next, our focus shifts towards preparation and submittal of loan agreement packages while assisting with the compliance components of the construction contract documents. Upon loan/grant procurement, MBC provides loan/grant agreement compliance assistance, which may include the review of American Iron and Steel certification submittals, performance and review of labor interviews, and review of Contractor pay request and certified payroll.  

Regulations on potable water, reclaimed water, and wastewater treatment facilities are becoming more and more stringent, especially in the State of Florida. MBC is active in regulatory development, and stays informed on the continually changing regulatory environment. MBC’s compliance consulting services include treatment process and infrastructure (e.g., compliance with the recently enacted PFAS National Primary Drinking Water Regulation, Lead and Copper Rule, Four-Log Virus Treatment under the Federal Ground Water Rule, etc.) compliance studies, project permitting, NPDES permitting, SPCC plans, and compliance assistance.

Treatment Process Startup and Optimization

MBC specializes in potable water treatment plant start-up, commissioning, and treatment process optimization. MBC has been responsible for start-up of some of the largest membrane treatment facilities in south Florida, including the City of Boca Raton 40-mgd NF plant, the Seacoast Utility Authority 30.5 mgd NF/RO plant, the Deerfield Beach 13.5 mgd NF/RO plant, the 3.0 mgd Clewiston RO plant. MBC has also completed membrane element replacement projects, including membrane performance testing, for Boca Raton, Pompano Beach, and Hollywood. MBC owns two mobile NF membrane pilot testing units (see model above), and one NF pretreatment pilot testing unit, designed to be compatible with the NF pilot units, that incorporates sand strainers and multimedia pressure filters.
